eldersberg, baltimore city, across the bay and on to the eastern shore. the worst of the storms are moving across delaware bay. the severe weather has moved across the upper eastern shore, and made its way across delaware. the strongest of the storms are moving into southern new jersey. the threat for the baltimore area is just about done. that system is moving east at 39 miles an hour, and will be out of here in the next couple of minutes. off to our north and west, a second line of storms are forming near pittsburgh. that will be working south and east. we'll have to keep a close eye on that to see if we get round two. what's in store for this evening and the rest of the weekend? we'll check the forecast in a few minutes. >> we'll go back life to captain roy taylor who is surveying the damage. >> this gives you another taste

of how bad some of of the damage is here in carol county off of constellation way. we've seen sheds knocked over, lawn mowers thrown around like twigs, trees that were literally snapped like tooth picks for a lot of the area around here. if you look at this, this was a shed. from where it was to where it was moved, the lawn mowers that were inside were pretty much tossed everywhere. it seems like this storm was hit and miss, hitting one area, pick up, and then drop over to another area. there are a lot of roads around here with trees on them. work crews are clearing the roads up here. we've seen neighbors out cutting up tree limbs, trying to help neighbors out, because a lot of the trees around some of these

homes were knocked down. we'll have more information on the storm up in carol county, as well as frederick. >> that's some amazing pictures there. can you tell, is it kind of a line of damage, does it look like it happened, you know, along a line, or is it scattered around? >> it's pretty much a line. we saw the one portion in frederick where it hit pretty hard, and then it was an area, and then we literally followed the track up towards f. >> nks burg. we've heard there were trees down in baltimore county, and there is stuff in delaware and the eastern shore, as well. there is a lot of work going on here. we're going to get video of the damage we've seen here. it's hit an miss, hit a spot, lift up, and move on down.

they can only be placed in school zones. they plan to place 12-15 cameras throughout the county if the bill is passed. the exact locations haven't been decided yet. the cameras will help keep people safe. >> throughout the nation, and outside the united states, speed cameras work. this technology is a forceful plyer, reducing speeds of autos, reducing crashes. >> police will factor in crash, speed, and citizen complaints in considering where to put the cameras. the bill would authorize the use of speed cameras by october 1st. >> while we're talking about cars, the government's cash for clunkers program is running on empty right now, a victim of its own success. will more money be offered, or

will the program end a little early? >> we'll have the story. >> it's the same story at auto dealerships across the country. >> our phones are ringing off the hooks. we are just selling eight or 10 a day from each store sometimes. >> new cars flying off the lots, gas guzzlers being left in the dust. >> saturday and monday, and part of tuesday, we were just going crazy. >> uncle sam's offer of trade in rebates up to $4,500 has given the auto industry a sudden boost. >> we estimate that about 220,000 vehicles has been sold. >> not more than a few weeks ago, there were skeptics who weren't sure that this cash for clungers program would work be. >> the program's overnight success has blown through its billion dollars budget in less

than a week. washington is scrambling to keep it funded. >> the house voted to pump in another $2 billion in unused stimulus money. several republicans supported the bill, but others called it another expensive bailout for the auto industry. >> maybe we should have a cash for cluckers program, and pay people to eat chicken. we decided to give out free money, and now we're surprised when people take advantage of it and love the programs. >> auto dealers and buyers are hoping congress can keep cash for clungers on track. >> buyers get their deal up front, and have nothing to worry about. the dealers might not be so fortunate if cash for clunkers were to stall. >> as you can imagine, car dealers all around maryland have been scrambling to try to get deals through thinking that the program might go coming to an abrupt end.

most aren't sure what to do still. we spoke with the dealers and customers about the ordeal. >> we found that most local car dealers only applied for a fraction of the deals they made because it takes so long to get those deals approved. they thought that would be their only problem with the program, there are no worries, because they don't know how much longer the program will be offered. >> these are all our clungers that we've taken in just this week. >> business has never been better, thanks to the cash for clunkers program. just ask bob bell. >> it's a once in a lifetime deal. >> bell says the program has pulled in a lot of business, and created new business, but that's really where the fun ends, mainly because of the program's success, the federal government is bombarded with requests from around the country, making it a slow and tedious process getting approved. >> when we originally went on

line to submit some of the applications, you would be four hours to get through for one. >> then, factor in the latest news about the uncertainty concerning the programs future, and it puts the dealers and customers in a tough spot. >> i don't know that the government knows how many deals every dealer has. >> if i find the one i want, i'll drive it home. >> for tom mack, it seems to be worth the wait. he is not or rid, because it's a good thing for the economy. >> they're got going to let it die if it's that successful, if it helps me, and the dealers, and gets the gas guzzlers off the road, how could they not continue it? >> contracts are being drafted saying if the program is canceled, then the deal for the car is void if the customers wishes. for now, they're telling all their customers to buy away. >> it appears for now it's still

safe to head to your local dealership and take advantage of the program. we should know more next week if the senate approves the funding like the house did today. >> the battle over reducing electric rates heated up this week. the administration fired off a letter to constellation energy. the letter said executive compensation should be restructured. david collins obtained a copy of the letter. we'll have the full story at 6:00. >> it looks like calendar rip kins's foundation is investing in neighborhoods around baltimore. the plan to build five ballparks for youths is to turn the field into a multi-purpose complex. the foundation is working with the partners to raise money for

the $1.5 million complex, and a $1 million purpose field near panlaco race course in west baltimore. >> today is the full first day of practice for the baltimore ravens. the team and coaches are excited, and so are the fans. we are live with more. >> interesting afternoon out here at westminster. you saw from captain roy the pictures of damage done in carol county by the thunderstorms. the ravens got lucky. they were getting ready to come out on the field when the storms hit, so they went in the gym for an hour and let the storms pass before going out on to the field. >> for ray lewis, this marks the start of his 14th training camp. he is the last player left from the first day of the first training camp. it doesn't matter if it's the first year or 14th year, he brings a ton of enthusiasm. pete gilbert has more.

when they once again take up health care reform. democrats on a key house committee said they have patched up their differences today, a big step in moving things forward. we have the latest from washington. >> it's a major advance for president obama's promise to sign a plan with universal health coverage and lower costs this year. >> the clerk will call the role. >> a key house committee voted, approving a compromise. the $1.5 trillion plan will cover almost all americans by 2013, paid for by hiking taxes on the wally now, and cutting billions in health care costs, by forcing drug companies to sell medicine more cleanly. the so-called public option, government insurance is part of the plan, and america's 40-plus million uninsured would be able

100 miles per hour winds. heavy rains can bring those winds to the surface, even without a tornado. we'll wait for official confirmation from the weather surface. strong storms rolled across ocean city. it is now pushing out over the atlantic. that may be the last of the showers we have to worry about for the time being. another little line of storms are showing up around johnstown pennsylvania, approaching western maryland. that could be the last of this weather event. most of that will stay in the western maryland mountains through the evening. severe thunderstorms watches are still in effect from southern jersey through delaware into southern and eastern virginia. the threat of storm is still there with the possibility of heavy downpours.

for our region, we'll look for the last of the storms to get out of here by 9:00 or 10:00 tonight. skies will try to clear up heading toward morning. if you caught decent rain this afternoon, you might see fog overnight. other than that, a clearing trend with lows in the 60's, and the wind shifting to the northwest. the normal flow of tropical humid air, and cold front fueled the storms. add to that an area of low pressure developing on the front and a strong jetstream through the great lakes, unusually strong jetstream all came together in the mid atlantic region to produce the threat today. that will be well off the coast tomorrow. the weekend gets underway with sunshine, and might feel less humid tomorrow as the winds shift to the west and bring dryer air. the mug guy stuff will come

back, and the showers, late sunday morning, certainly going into the afternoon and evening. it will probably clear up in time for monday, but the second half of the weekend could get kind of tricky again. partly cloudy skies tomorrow. we may feel less humid. it might dry out a little bit with a northwest breeze during the first half of the day. high temperatures from 83-89 to start the month of august. it's here already. waves one foot or less tomorrow, the bay water temperatures in the low 80's. if you're headed to the mountains, tomorrow will be a cooler day, 77 degrees out they're deep creek lake. around ocean city, the storms are rolling through, but it clears up tonight and tomorrow with high temperatures in the upper 80's. the storms come back to the beach on sunday afternoon with partly cloudy skies on monday.

atlantic. another line of storms are approaching salsbury. that might have been strong, gusty winds associated with it. for most of maryland, things have dried out now. there is a chance of another storm moving into maryland as the evening wears on. we'll check the latest h.d. doplar in a couple of minutes with a complete weekend forecast straight ahead. >> we have seen damage in this area from the storms. let's go back live where more damage hob found. >> you were right about your question was it in a line. it's pretty much a line from west to east. the trees were snapped like tooth picks. this house here in finksburgh, carol county. we have video of stuff we found in frederick county at whiskey

creek golf course. at least a half dozen homes had huge trees snapped like tooth picks on top of cars, trucks, and homes. the swimming pools, and we even so you portions of rooftops off the golf course itself, off the house, clubhouse at the golf course had been removed. state police are checking out the area. right now, back here in carol county, we're showing you homes that's where the trees pretty much are knocked down. here, the trees were in different directions as if it touched down and blue it to the left and right. fortunately, we haven't heard of any injuries. we noticed on i-83 with flipped cars and people hurt in traffic accidents. we haven't heard of anyone else

another shuttle home as the aging space craft plans its retirement in 2010. >> now, your 11 weather forecast. >> a day of strong to store storms with tornado warnings in the ragen. the day started off quiet, but the weather heated up. from 5:00 until noon time we saw the approaching storms. by early afternoon, the finksburg area was hit hard. we've seen the damage with trees snapped off and roof damage, and all kinds of mess up around the finksburgh area in carol county. storms are hitting baltimore at 2:00 with tornado warnings issue. by 4:00, the storms raced to the

eastern bay where cecil county was getting the storms. it is moving away from our region. the trend is likely to continue through the evening. the future cast model data shows one line of storms forming in caroline counties early in the evening. skies clear up heading toward down on saturday morning. the temperatures are cool off. it's 86 down in ocean city, but 64 in oakland. this storm is having an impact on our temperatures, and will drag in drier air through the weekend. maybe there's a little break from the typical august heat and humidity. tomorrow, we start the new month. sixty's tonight with winds shifting to the west. the mug guy air gets shifted to the coast. these weather elements, muggy

mayors. >> this is wbal tv11 news at 6:00. >> we begin with a weather alert. >> the weather caused serious damage around the area. >> we have good news as far as the severe weather in the immediate baltimore area. it's moved to our east now. the only part of maryland dealing with the weather is near ocean city and southern maryland across parts of st. mary's county. still rain coming into worcestor county and is producing dangerous weather down there. there was a tornado in worcestor county. that storm is now out over the atlantic. the worst appears to have gone through baltimore's northwestern suburbs in carol county. a clean sweep there now, the
